Stuart White
Stuart has over 25 years’ experience with Barker, having been appointed Managing Partner in 2007. He is accountable for setting strategic goals, overseeing daily operations, monitoring financial performance, and driving business growth. He has developed strong positive client relationships and continues to lead on any new business opportunities, strategic partnerships, and acquisitions. Stuart leads a fast-growing multi-disciplinary consultancy, which offers a full range of services, from project inception to post-completion assessments. His cross functional depth of knowledge and experience is primarily channelled within the education sector, delivering energy management and construction projects for schools, academies, and higher education establishments. He is a strategic advisor to the Multi Academy Trusts on estates and facilities management. In recent years his expertise in this area has afforded Barker, the Premises and Facilities Management award for Partners in Consultancy.
Tom Deacon
Tom joined Barker in 2020. He is a Partner based in our London office. Tom has over 15 years of experience in the built environment offering strategic and technical advice to a wide variety of clients across the UK. Highly experienced in strategic estates advisory services, project management, estates planning, decarbonisation, net carbon zero strategy and funding solutions. Tom’s key focus is to support Barker’s clients as they transform their estates and decarbonise. He works across the education and public sectors and advises a number of sector bodies on estates management and energy reduction best practice.
Jonathan Coyles
Jonathan joined Barker following a successful career working in management consultancy within the education sector both at central government and local level. This culminated in the formation of his own company, EO Consulting, which became part of Barker in 2018. Jonathan builds strategic partnership with clients. He presents practical and innovative solutions to the complex challenges faced by clients in estates and energy management. By combining his vast sector knowledge with data and analysis he helps organisations to achieve their sustainability goals, deliver organisational transformation and improve operational effectiveness.
Rob Gould
Robert joined Barker in 2002 and is a Partner based in thier Braintree office. A Fellow of the Royal Institution of Chartered Surveyors, he has over 20 years’ experience of all core building surveying services and provides strategic estates advice to key accounts in the education, commercial, ecclesiastical and public sectors. An education specialist, he provides the following services: estates and energy strategy, asset management planning, project management and capital funding applications. Robert works closely with clients to plan and implement energy efficiency and sustainability strategies to save money, reduce carbon emissions and meet ESG objectives. As a RICS Certified Historic Buildings Professional he provides conservation consultancy for clients with listed and historic buildings. Robert is an experienced APC Assessor and Chairman and is also an external examiner for Anglia Ruskin University As a Partner Robert leads the Business Development and Marketing function at Barker, builds relationships with key sector bodies and helps steer the strategic growth of the company.

Roy has over 30 years’ experience in energy consultancy, low carbon mechanical & electrical design, and carbon compliance. With expertise across many sectors, he has a broad knowledge of issues impacting public sector clients within education, the NHS, and local government, together with private sector clients that have included large private schools, international retailers, the leisure industry, and FM companies where he has provided expert advice and support. A qualified low carbon design engineer, Roy has extensive experience is supporting clients with the identification and delivery of practical energy, carbon, and cost reduction opportunities across their activities.
Chris Dayus
Chris has over 20 years’ experience working in the industrial and commercial arenas. His specialisms are in both the aerospace industry, and the automotive industry, working with some of the best known Formula 1 teams. Working in collaboration with his clients he has succeeded in reducing their carbon emissions and the associated carbon taxes using practical solutions. A qualified electrical engineer, Chris is skilled in fully qualifying and quantifying your opportunities.

Finance Director – Ginger Energy. Qualified accountant with over 20 years experience across a broad range of sectors and business sizes. More recently has held a number of Board level appointments in highly leveraged environments. Responsibility for all financial controls, reporting and processes as well as providing support on the IT front.

Andy Poxon
Over 20 years in the energy industry. Starting with various positions held at a licenced supplier, such as metering, customer services, data analysis then holding senior roles in data management and regulation. Transitioned to Energy Consultant and has overall responsibility for process and delivery of invoice validation and query management. Includes managing the Supplier dispute channels, and participation in OJEU/FTS tender panels. Has project managed meter exchange programs to minimise inaccurate billing caused by estimated readings. Reviews energy consumption and pricing data and provides clients with information, so they can understand and control their energy spend. Responsible for COT (Change of Tenant)/ COO (Change of Occupier) and COS (Change of Supplier) process and delivery.

16 years within the energy industry across a range of specialist project and business critical roles within suppliers and consultancies. Main responsibilities within the business are designing and implementing procurement strategies and ensuring compliance within this arena. This role is the link point between all departments within Ginger.
Lisa Gregory
19 years energy industry experience. Specialist in energy corporate recovery and has been appointed on 5 separate occasions by the Receiver or SoLR, to conclude the outstanding financial matters of failed energy supply companies. Skills include, energy billing, debt recovery and negotiation, litigation. Escalated consumer complaints, has a good understanding of billing regulation and supplier licencing agreements. Active member of the Association of Decentralised Energy (ADE). Contributes and feedbacks to BEIS on billing current regulation. Responsible for compliantly following the Heat Metering and Billing Regulations 2014, so to enable Ginger Energy to produce monthly energy invoicing to residents of heat network blocks.
Rob Parsons
Over 40 years experience in the IT software / services sector. Prior to Ginger Energy was Group Operations Director for Revenue Assurance Services plc, a position held since 2004. He was a founding Director of Retail Decisions plc in 2000, a fully listed software and services Group, where he was Managing Director of UK operations and subsequently Group Operations Director. Prior to that he was Operations Director with point-of-sale software company Real Time Control, having spent over 15 years in operations and sales management positions with Wang Labs Inc. In addition to Ginger Energy, he is Managing Director of Beck Optronic Solutions Ltd, a leader in precision optics design and manufacture and a founding director of Phidex Consulting Ltd, a software and services company serving the energy supply sector.

As IoT Director for Mindsett, David brings an impressive track record of strategiv commercial management to Mindsett’s leadership team. With 20 years’ experience in finance for organisations such as The Ministry of Agriculture, Vodafone, ExxonMobil and Prezzo, David ensures the Mindsett delivers aspirational goals matched by enviable returns.

Claire Delaney
Claire has 20 years’ experience in advising and managing delivery of major change programmes for local government. During her time with Manchester City Council, Claire led its Building Schools for the Future programme, securing £800m of funding to renew building stock and deliver its community transformation vision, opening five new academies in partnership with local employers. Claire recently led a procurement hub team to support West Midlands Combined Authority deliver regional wide contracts for the Commonwealth Games and Metro Rail as well as delivering a range of services for local authority commissioners, including for Adult Education. Claire is responsible for sales and partner relations for Place Group’s Everything FM procurement framework, which is delivering £200m worth of solutions across the public sector. Amongst her voluntary advisory work for the Institute of School Business Management and Woman in Leadership, Claire is Chair of Trustees of a multi academy trust of ten schools that she established in 2012, all rated Good or Outstanding by Ofsted.

20 years’ experience helping devise and implement local authority transformation programmes; localised solutions for national agendas. This includes major capital programmes such as Building Schools for the Future, where Place Group supported over 30 local authorities deliver hundreds of new school buildings. Simon has overseen Early Years childcare sufficiency assessments and SEND reviews for 40 local authorities and managed the opening of presumptive new schools. Simon leads Place Group’s multi-academy trust growth and development services and is a Trustee of Bellevue Place Education Trust, all rated Good or Outstanding by Ofsted. Simon leads Place Group’s work in delivering net zero solutions, serving schemes across local government, schools and NHS trusts. Place Group provides change and procurement management for local and central government, saving millions every year. Simon is responsible for operations and marketing for Place Group’s Everything FM procurement framework, which is delivering £200m worth of solutions across the public sector.
